Purpose, Scope, Basis and Definitions

Aim

ARTICLE 1 – (Amendment:OG-14/2/2014-28913)

(1) The purpose of this Regulation; In order to take the necessary precautions and make arrangements in order to prepare the necessary academic environment and ensure their full participation in the education-teaching processes in order to facilitate the education life of the disabled students in higher education, the Higher Education Council Disabled Students Commission, the Disabled Students Counseling and Coordination Unit, the ÖSYM Disabled Students Counseling and Coordination Unit To regulate the working procedures and principles of the disabled student units to be established within the body of higher education institutions.

Scope

(1) This regulation covers the provisions regarding the duties and activities of the Higher Education Council Disabled Students Commission, the Disabled Students Counseling and Coordination Unit, the OSYM Disabled Students Counseling and Coordination Unit, and the disabled student units to be established within higher education institutions.

Definitions

ARTICLE 4 – (1) In this Regulation;

Commissions and Units Related to Students with Disabilities

Higher Education Council Disabled Students Commission

ARTICLE 5 – (Amended with its title: OG-14/2/2014-28913)

(1) The Higher Education Council Disabled Students Commission is formed within the body of the Council of Higher Education to determine the needs of students with disabilities who are at the higher education stage or are studying higher education, to plan the administrative arrangements that need to be made according to the determined needs, and to establish the necessary infrastructure standards and to ensure coordination among the relevant higher education institutions. The commission consists of at least five people, three of whom are knowledgeable in the field of disability, preferably academics in the relevant fields, and a representative of the disabled student who is studying at least at the master's level, under the chairmanship of one of the members of the Executive Board of Higher Education. The members of the commission are appointed by the President of the Council of Higher Education for three years. Members whose term has expired can be reassigned.

The duties of the commission

(1) The duties of the Commission are as follows:

a) To support the education life of students with disabilities and to ensure their full participation in education and training processes, to identify their problems, to make necessary plans for solutions, to produce policies and strategies and to present them to the Council of Higher Education.
b) To find solutions to the accessibility and accessibility problems that students with disabilities may encounter in higher education.
c) To establish standards for the preparation of educational equipment, course materials, passing courses and exam conditions suitable for students with disabilities.
ç) To submit their proposals to the relevant committees in order to regulate the criteria for horizontal and vertical transfer and course equivalence of students with disabilities.

d) To determine the operating conditions and principles of the disabled student units to be established in universities.
e) To follow or have the structures related to the arrangement of university campuses according to the disabled.
f) To carry out studies for the inclusion of courses or subjects related to the disabled in the undergraduate programs of higher education institutions and to present them to the relevant committees.
Disabled students counseling and coordination unit

ARTICLE 7 – (Amended with its title: OG-14/2/2014-28913)

(1) Within the Council of Higher Education; A permanent Disabled Students Counseling and Coordination Unit is established to work in coordination with higher education institutions' disabled student units in order to provide support services to the commission, to act as a reporter, and to provide a supportive and well-resourced academic environment for disabled university students. Care is taken to ensure that one of the officers to be assigned in this unit has at least a bachelor's degree in the fields of disability.

Duties of the Disabled Students Counseling and Coordination Unit

(1) The duties of the Disabled Students Counseling and Coordination Unit are as follows:

a) To organize student applications to be submitted to the commission.
b) To act as a reporter to the commission, based on the transactions to be made.
